Community ENABLE application pitfalls

The application does not go to the British Business Bank. It goes to a CEF-accredited CDFI, and that loan usually has to wear Growth Guarantee Scheme clothes. Most declines are not "the CDFI was unkind." They are the scheme saying no.

The kill-switch: viable, and not a business in difficulty

BBB's GGS FAQ is blunt: businesses in difficulty are not eligible. That includes a lender deciding there is no viable proposition, and businesses in relevant insolvency proceedings. The CEF warehouse goes further: exposures to SMEs in financial difficulty cannot sit in the programme portfolio.

So a stacked file with HMRC arrears can still work — but only after Time to Pay and a forecast that lets a credit committee sign "viable." If a CVA or administration is live, stop. That is not a CEF file.

The mistakes that waste six weeks

  1. Applying to BBB, or treating the 70% guarantee as borrower cover. The company remains 100% liable.
  2. "The bank said no, so we qualify." Decline is who CEF is for. It is not an underwriting pass.
  3. No subsidy inventory. GGS is a subsidy on a rolling three-year clock. Later RLS/GGS counts. Some Bounce Back Loans count. Completions stall without the written statements.
  4. Group blindness. Turnover cap, £2m (or NI) facility cap, and subsidy all run at group level.
  5. Wrong ticket. Public CEF term loans usually start at £25,001; several partners talk to about £250,000. A much larger stack needs another specialist.
  6. Wrong region. Most CEF books are local.
  7. Assuming refinance is banned — or assuming it is automatic. GGS allows commercial refinance in certain circumstances if eligibility still holds. CEF still cannot warehouse a difficulty loan.
  8. Quoting July 2026 GGS changes (£54m turnover, longer terms) as if every CDFI's CEF product already has them.
  9. Thinking the home is at risk — or that no personal guarantee can be taken. PPR cannot be scheme security. PGs still can.
  10. A pack with no management accounts, no use of funds, and drawings that look personal.

If those ten are clean and the CDFI still says no, the file may simply be a non-CEF specialist job. That is not a failure of the scheme. It is the scheme working as designed.
